The practical effect: on an AUD account, the ceiling you actually get is recalculated at the rate applying when your deposit lands. A shift of a few cents in the exchange rate moves that ceiling by hundreds of dollars. Where Australian law actually sits

The Interactive Gambling Act 2001 is aimed at operators rather than at players. It prohibits providing certain online gambling services to people in Australia; the offence sits with the company supplying the service. An Australian who plays at an offshore casino is not breaking that Act, and no player has been prosecuted under it for placing a bet.

That said, the Australian Communications and Media Authority can and does ask internet providers to block access to sites it considers to be operating in breach of the Act, so a casino reachable this month may return an error next month.
